LOLER 1998 requires lifting equipment to be thoroughly examined by a competent person — generally at least every 6 months for accessories and equipment lifting people, and at least every 12 months for other lifting equipment, or to an examination scheme. Being straight about what we do today
Thorough examination services are still being set up at KVK, so we do not claim to carry them out ourselves. We are not going to pretend otherwise to win a job.
What we can do now is the part most sites are actually failing on: knowing what equipment they hold, when it was last examined, what is overdue, and having the paperwork to show it.
Where sites get caught out
The usual findings are accessories with no traceable ID, examination dates nobody can evidence, and defective kit still hanging in the store because there is no quarantine arrangement.
None of that is expensive to fix — it just needs someone to go through it once properly and leave you a system that can be kept up.

Common questions
What is a LOLER inspection?
In LOLER terms the formal check is a thorough examination — a detailed examination of lifting equipment by a competent person, recorded in a written report. It is separate from the pre-use checks an operator makes and from routine maintenance.
How often is a LOLER thorough examination required?
As a general rule, at least every 6 months for lifting equipment used to lift people and for lifting accessories, and at least every 12 months for other lifting equipment — or in accordance with an examination scheme drawn up by a competent person. Examination is also required after installation, after assembly at a new site, and following exceptional circumstances such as damage or major repair.
Does LOLER apply to excavators used for lifting?
Yes. When an excavator is used for object handling it is lifting equipment, so LOLER applies to the machine, its quick hitch and the accessories used with it — including thorough examination and planning requirements.
